Hilltown swears in new supervisor, names new board chair

The Hilltown Board of Supervisors swore in a new member and appointed a new chair at its annual reorganization meeting this month.

Joseph Metzinger was sworn in to a six-year term on the three-person board that locally governs the Pennridge area township. Metzinger prevailed in the November 2023 election over David R. Christ Jr. to take the seat long-held by former supervisor Jack McIlhinney, who did not seek reelection.

In another new move for the board, Supervisor Caleb Torrice was appointed by his fellow supervisors, Metzinger and Jim Groff, to serve as chair in 2024. The chair is, in effect, the leader of the board.

Torrice is a local farmer/business owner who operates Tabora Farms in Hilltown. Groff, another experienced incumbent supervisor and manager of the Hilltown Township Water & Sewer Authority, will be the board’s vice chair this year.

During the meeting, supervisors formally appointed key personnel and service providers who will work with the municipality this year. At the top, Lorraine E. Leslie returns as township manager/secretary, Christopher Engelhart continues as police chief, and Thomas Hess remains director of public works.

The township solicitor will be the Law Office of Jack D. Wuerstle, while township engineer/floodplain administrator is Wynn Associates. Heinrich & Klein Associates Inc. was tapped to be Hilltown’s traffic engineer.
