The Council Rock School District has a new man to head up its financial matters after the school board approved the appointment of Anthony Rapp to the position of director of business administration at its Feb. 9 special meeting.

Rapp’s starting annual salary will be $179,900. A certified public accountant, he has limited experience working directly in the public sector but extensive experience auditing and working with government and public finances while being employed by private accounting firms.

Rapp is currently audit manager with the firm BBD, LLP in Philadelphia, where he has worked the last 2.5 years. In that role, he did the required annual audit of Council Rock finances the last two years, so he is familiar with the district.

“This was a big decision for me,” he said at the Feb. 9 meeting. “But when the opportunity opened here, I was excited and very happy and am looking forward to working for Council Rock.”

District Superintendent Andrew Sanko said he is hopeful Rapp can start his new job in late February. Council Rock has been without a permanent business administration director since Jason Harris left in early summer of 2022 after less than a year on the job. He had replaced William Stone, who had succeeded Robert Reinhart.

Reinhart had been Council Rock’s top business administrator for many years before retiring in 2019. He recently stepped back in as interim business director to help the district with its finances until a permanent hire could be made.

Also approved at the meeting was the hiring of Council Rock graduate Justine McEachern as a new assistant principal at Council Rock High School South in Northampton, start date to be determined. Her starting annual salary will be $134,000.

“I’m happy my professional career has brought me back,” said McEachern, who is currently an administrator in the Pennsbury School District.
