The fine will be paid by ratepayers

Thank for the article “Clean Water Act violations net Authority $450,000 fine.” The fine was great, until you realize, Bucks County Water and Sewer Authority is a public utility, nonprofit.
The $450,000 fine will be paid by whom? The ratepayers ... like myself.
If you really want fast action by BCWSA, make the fine payable by the administrator and/or the board of directors personally. Otherwise there is no incentive to do anything fast.

I have been using BCWSA services for 30 years and have found the agency always helpful, but this action seems counter-productive.
