Perkasie-based Penn Community Bank has announced the hiring of Sam Weller as assistant treasurer and investment officer.
“Sam brings a wealth of experience to our team and will continue to ensure the bank and its customers are best positioned to thrive in the years to come,” said Dorothy Jaworski, Penn Community Bank director of treasury and risk management.
Weller will manage Penn Community Bank’s $750 million investment portfolio, as well as help oversee interest rate risk and work with pricing and funding.
Weller has 15 years of industry experience, most recently serving as director of Capital Markets. He is a United States Army veteran and a graduate of the United States Military Academy (B.S.) and the University of Texas McCombs School of Business (M.B.A).

Wellsboro-based Citizens & Northern Corporation has announced that Matthew L. Bower will lead the C&N Wealth Management team as EVP, chief wealth management officer.
With 25 years of industry experience, he most recently led PNC’s Wealth Management Group in Atlanta, Ga., as managing director.

While Bower has specialized in handling high net worth and financially complex situations, he has considerable experience in all aspects of wealth management, including the administration of investment account management, financial management and fiduciary administration.
Bower earned his Master of Jurisprudence from Texas A&M University School of Law in Fort Worth, Texas, and completed the Stanford Graduate School of Business’s Executive Leadership Program. He has several FINRA licensures and has earned designations as a Certified Trust and Financial Advisor (CTFA), Certified Securities Operations Professional (CSOP) and a Chartered Wealth Manager® (CWM).

The Board of Directors of QNB Corp., the parent company of QNB Bank, has announced the appointment of Ranajoy Ray-Chaudhuri to the Board of Directors of both the company and the bank.
Dr. Ray-Chaudhuri is an associate professor of economics and finance at Muhlenberg College. His educational background includes a master’s and a doctorate in economics from The Ohio State University.
His teaching interests include Money and Banking, Macroeconomics and Development Economics, and his research focuses on the history of financial regulations, regulatory changes in the financial sector, central bank anatomy and the conduct of monetary policy, and the impact of financial development on economic growth.
Dr. Ray-Chaudhuri will serve on the Audit Committee.
